In some schools, certain types of courses have components that are not typically designated for evaluation (seminars, labs, recitations, etc.), but you may request an override in order to have the course evaluated. 

To do so, you would reach out to your department admin or registrar via [email protected] and ask them to set the 'Override Component LMS/EVAL' flag on the sections in SIS, as well as check the box for “Online Course Evaluation“.
